The phones always appear to be busy. I'm not sure of they only have one line, but the lack of ability to reach someone there is off putting. Additionally, there is no way to leave a message while the line is busy. How is one to reach the guardian of a loved relative to handle issues that inevitably arise when the phone does not work?
